Consulate Endorsement Facilitation (CEF) Services |
Application procedures for consulate endorsement are not always straightforward. Traders not having enough experience or the latest information may have their applications rejected for amendment. To complete an application, one may have to visit the consulate office several times. It is not only time-consuming and costly, it may even cause delay in customs clearance and bank payment of your exports.

Applications can be made by post or in person to any one of our seven branches. Traders need not visit consulate office themselves. The service is applicable mostly for shipments to the Middle East, South America and Asia. |

Speedy and Accurate |
|
Our experienced staff will proof-read your applications to ensure accuracy and compliance with the latest consulate requirements. Our own staff will hand deliver and collect applications to and from consulates to ensure safety and speediness of document handling. We may complete the CEF process in as few as two working days. |

Discount |
|
Certificates of Origin issued by the Chamber are eligible for a handling discount of $30, including Re-export, Without Transit / With Transhipment, Hong Kong Origin and Processing. |
- Applicants are required to submit an application form for
consulate endorsement facilitation services.
- Fax the below documents to certification branch for checking (852
- 2787 7477)
i) Consulate endorsement facilitation application form.
ii) Documents to be endorsed by respective consulate
iii) Declaration by Exporter (for documents not issued in Hong Kong)
- After checking, applicants will be informed the results by fax or
email

- By Cheque (Payable to The Hong Kong General Chamber of Commerce)
- By Cash
- Through TT to Chamber's account

- Send the official payment receipt and documents listed in
paragraph 2 to the below:

- If there is no complication, consulate endorsed documents will be
ready for collection in as few as two days. On request, the endorsed documents can be sent
back via courier service.
Notes:
- Documents submitted for consulate endorsement in Hong Kong must be endorsed by the
Chamber in advance.
- For documents issued in China, they must be endorsed by China Council for the Promotion
of International Trade (CCPIT) in advance, otherwise such applications must be applied
through a Hong Kong exporter and supported by an Declaration by Exporter
