What is an ATA Carnet ?
It is a temporary importation Customs document which is issued
by the Chambers of Commerce in countries at present in the scheme, sponsored and
working under the aegis of the World Chambers Federation (WCF), Paris. It is known
as the WCF ATA international guarantee Chain.
A carnet disposes of the need for raising bonds or depositing
duty at Customs posts in different countries. The Carnet contains the appropriate
Customs clearance, and generally this method is preferred by Customs.

Procedure to Obtain an ATA Carnet
Applications have to be lodged by completion of an *application form and a set of carnet forms (*front page), as well as payment of
application fee and security. All related forms can be collected from
our 7 branches while submission of application should
be done in the Carnet Office at Mongkok. ( Enquiry: 2398 6011 / 2398 6026 )

The form when signed constitutes an undertaking. The undertaking
provides that the goods be repatriated. If not, the applicant is liable to customs
authorities of the country of import for all duties and/or taxes involved in the
final importation of the goods. The undertaking is also to observe all the provision
or regulations in force in both the country of export and of import; and to reimburse
the issuing Chamber for any sum it is called to pay to the guaranteeing body in
the country of import in connection with any goods not re-exported within the period
of validity of the carnet, plus any other costs which the Chamber may incur as a
result of the non-observance of the Carnet conditions.
The Chamber reserves the right, at all times, to refuse to
issue a Carnet to any applicant.

Authority of Clearing Carnet
To prevent loss, the Carnet document should not be packaged
with the goods.
In situations where a company representative and/or clearing
agent is changed after the Carnet document has been issued, please note that a letter
of authority issued by the holder on company letterhead, authorizing its representative,
agent or forwarder to use the Carnet MUST accompany the Carnet document.
Valuations: The Carnet value MUST be the true commercial export
value.

The fees charged by The Hong Kong General Chamebr of Commerce
for issuing a Carnet are as follows :

Deposit
Each applicant must provide the Chamber with security, usually
in the amount of 100% of the value of the shipment but may depend on the nature
of the goods and/or the countries being visited. The deposit can be in any of the
following forms: -
- Cash
- Bank Check made payable to the Chamber
- Guarantee from a licensed bank / insurance company*
* The insurance company must be a member of the Chamber and
a licensed insurer under the Insurance Companies Ordinance (Cap. 41) to carry on
suretyship insurance business.
Refunds
Reimbursement conditions are as follows:
1. Carnet MUST be returned with counterfoils correctly completed
and, in particular, the re-exportation counterfoil.
2. It must clearly be noted on the re-exportation counterfoil
that the goods covered under the carnet had exited the last country on or before
the expiry date of the carnet.
Provided there is no evidence of the carnet entering into
dispute, the deposit / guarantee will be released as soon as possible.
